Unless there are infinite people, I don't see how this is possible. If there are infinite people, then all of them but one can make the average, and the one person can make however much he/she wants without affecting the average. Additionally, with infinite people, any number of people can make above the average, so long as the number of people making above the average is finite and the rest of the people are making the average. However, since it is impossible to have infinite people, I don't think that it is possible to have an average that is less than or equal to all the numbers that were averaged together.
