How will Mister Bob decrypt the message?
Bob the Builder needs to first break the message into smaller chunks (vectors) each containing three elements then multiply each of those vectors by the inverse of the encryption matrix. He will need to rebuild the output into the message afterwards.

I don't believe she will be able to without the inverse of the matrix as that is a vital step.
